LSCP Exploitation Group
Purpose:
To oversee the strategic and operational multi-agency arrangements and collaborative, coordinated and targeted response to children, young people and their families who are vulnerable to exploitation in Liverpool.
Context:
For the purpose of these terms of reference the term Exploitation is a generic term to cover the following areas of harm outside the home:
- Child Sexual Exploitation
- Criminal Exploitation
- Radicalisation
- Modern Slavery
- Children at risk going missing from home or care.
Accountability:
The LSCP Exploitation Subgroup will be accountable to the LSCP Executive.
Responsibilities:
- To develop and ensure an effective multi agency strategy 2025 - 2028 under a Four Ps Model of Prepare, Prevent, Pursue and Protect.
- To oversee a delivery plan and outcome framework to evidence the effectiveness of how the strategy is making a difference to the lives of children and young people at risk of exploitation in Liverpool.
- To ensure any strategy and delivery plan identifies any specific targeted response to address Equality, Diversity and inclusion.
- To oversee and assure the activities and effectiveness of MACE in facilitating a swift coordinated response to safeguarding children and young people at risk of all forms of exploitation.
- To promote effective collaboration between LSCP, Liverpool Safeguarding Adults Board, the Liverpool Community Safety Partnership in developing and improving services to vulnerable young adults in transition, who remain at risk of continued exploitation.
- To ensure the LSCP workforce is trained to identify and respond to children, young people and their families at risk of exploitation.
- To assure appropriate policies, procedures and training for practitioners delivering services to enable them to respond robustly to risks of exploitation.
- To take account of any national or regional guidance to ensure that the LSCP response is consistent with current changes and improvements in practice.
Meetings & Frequency:
The Exploitation Subgroup will meet bi-monthly in person. The subgroup will also determine if any specific task and finish groups are required and how often these should meet.
